Marilyn is the Flashee Instead of the Flasher

On her way back from lunch today, at the corner of the "walk park", Marilyn was flashed .... by a woman. She called the cops and told them, "the woman lifted her top up to her neck and showed her belly and her boobs." The dispatch person asked if the woman was wearing a bra - to which Marilyn replied, "yes." There's nothing they can do about it.

We don't think seeing someone's bra counts as being flashed. After all, we see Marilyn's panties quite often as noted in previous posts. According to her definition of "flash" we get flashed all the time. Should we call the cops?
